世界贸易组织副总干事张向晨在第三十二届哈尔滨国际经济贸易洽谈会开幕式视频致辞(中英文):

我谨代表世界贸易组织,热烈祝贺第三十二届哈尔滨国际经济贸易洽谈会开幕。

本届哈洽会的主题是"共建高水平开放新平台,共享高质量发展新机遇"。黑龙江省正在推进"开放龙江"和"自由贸易试验区"建设,贸易和投资便利化水平不断提高,贸易伙伴遍布全球200多个国家和地区,与主要贸易伙伴的贸易往来快速增长。我相信,在疫情结束后首次线下举办的本届哈洽会,一定会成为与会各国代表团和企业家共话新机遇、共商新合作的有益平台,也将进一步促进国际贸易和跨境投资的增长。

女士们,先生们:

全球贸易正处于一个快速发展和变革的时期。如何应对新形势、解决新问题、实现新发展是每个政府和企业家所要面临的挑战。

我们要看清楚什么在变、什么不变、变成什么、坚守什么。如此才能化被动为主动,坚持方向,行稳致远。

我认为有三个变化:

第一,贸易的安全观在发生变化。过去几年,随着地缘政治、地区冲突、公共卫生等领域事件的不断发生,"安全"问题被提升到新高度,经贸领域安全新政也接踵而至。政府和企业应密切关注新政,主动调整供应链,多元布局,以化解政策风险和提升应对突发事件的能力。

第二,科技进步正重塑生产和贸易。数字化、自动化、人工智能等新技术促生了新产品、新服务,并改变了商业模式。过去,国际贸易似乎只有实力雄厚的大企业才能参与;如今借助互联网,中小企业甚至个人也参与全球价值链中的某个环节。

第三,贸易的价值观正在变化。贸易不再仅仅追求利润最大。环境保护、节能减排、女性赋能、中小企业、劳动保护等社会价值问题也越来越受关注。企业应在战略层面做出相应调整。政府应对相关政策进行探索,并加强国际协调。

"不变"也有三个:

第一,全球化的大趋势没有变。很多人担心全球化已经结束,认为各国经济会走向封闭和保守。我认为,尽管存在逆全球化的事件,但全球化的大趋势没有改变。更准确地说,现在是全球化的调整期,大家都在适应新技术、新形势,以更好地融入新一轮全球化。一些学者也提出了"慢全球化"或"再全球化"的概念。表述不同,但意思是一致的,即全球化会继续深入下去。

第二,贸易和投资便利化的努力方向不会变。尽管贸易中的安全观、价值观在发生调整,但吸引外资、促进贸易仍将是各国发展经济、创造就业和提升福利的重要途径。推动贸易自由化、便利化有利于提高效率,降低成本,所有贸易参与者都将获益。各国政府和国际组织将继续为此创造有利条件。

第三,以规则为基础的国际合作不会变。规则是机制有序运转的保障,是解决纠纷的依据。世贸组织贸易规则和区域和双边贸易协定为贸易发展创造了稳定的环境。面对新形势和新问题,我们必须承认,现有规则存在不足或空白,制定新规则迫在眉睫。合作共商是建立规则的最佳途径。世贸组织一直在做这方面的努力。我们鼓励各国以更加积极和建设性的姿态参与其中,也期待企业家朋友们贡献你们的智慧。

未来的国际贸易必将是绿色的、数字的、包容的和有利于安全的。让我们共同努力,加强合作,促进贸易发展,创造人类社会更美好的生活。

Speech at the Opening Ceremony of the32nd Harbin International Economic and Trade Fair

WTO Deputy Director-General Xiangchen Zhang

On behalf of the World Trade Organization, I extend warm congratulations on the opening of the 32nd Harbin International Economic and Trade Fair.

The theme of this year"s Fair is "Build a New Platform for high-level opening up and Share new opportunities for high-quality development". Heilongjiang Province is pushing forward the construction of "Open Heilongjiang" and "Pilot Free Trade Zone". The level of trade and investment facilitation is constantly improving. Its trading partners cover more than 200 countries and regions around the world, and its trade with major trading partners is growing rapidly. I am confident that this fair, the first time in an offline format since the end of the epidemic, will serve as a useful platform for delegations and entrepreneurs to discuss new opportunities and cooperation, and further promote the growth of international trade and cross-border investment.

Ladies and Gentlemen, the global trade is in a period of adjustment. How to cope with the new situation, solve new problems and achieve new development is a challenge for every government and entrepreneur.

We need to see clearly what is changing and what is not, what are the new dynamics and what we should stick to. Only in this way can we respond more actively, and keep pace with the trend.

In my view there are three changes.

First, the perception about security is changing. In the past few years, with the continuous occurrence of events in the fields of geopolitics, regional conflicts and public health, the awareness of "security" has been elevated, and new economic and trade security policies surged. Governments and enterprises should pay close attention to these policies, take the initiative to adjust and diversify supply chains, so as to defuse policy risks and improve the ability to cope with emergencies.

Second, technological advances are reshaping production and trade. New technologies such as digitalization, automation and artificial intelligence have led to new products, services and changed business models. In the past, international trade was deemed to be eligible for big, powerful companies only; Nowadays, with the help of the Internet, Micro- and small-sized enterprises, or even individuals can participate in global value chains.

Third, the values of trade are changing. Trade is no longer just about maximising profits. Social value issues such as environmental protection, energy conservation and emissions reduction, women"s empowerment, small and medium-sized enterprises and labour protection are also receiving increasing attention. Enterprises should adjust at the strategic level accordingly. Government should explore possible policies and strengthen international coordination.

What are not changing?

First, the general trend of globalization remains unchanged. Many people fear that globalization has come to an end and that economies will become closed and conservative. I believe that despite some anti-globalization events, the general trend of globalization has not changed. We are now in a period of re-adjustment to globalization, adapting to new technologies and situations so as to better integrate into the new wave of globalization. They are sometimes called "slobalization" or "re-globalization".

Second, the efforts toward trade and investment facilitation will not change. Although the perception about security and values in trade are being adjusted, attracting foreign investment and promoting trade will still be an important way for countries to develop their economies, create jobs and improve welfare. Promoting trade liberalization and facilitation will benefit all participants by increasing efficiency and reducing costs. Governments and international organizations will continue to create favourable conditions for this.

Third, rule-based international cooperation will not change. Rules guarantee of the operation of global trade and solve disputes. WTO rules and regional and bilateral trade agreements have created a stable environment for international trade. Nonetheless, we must admit that there are deficiencies or gaps in the existing rules, and it is urgent to formulate new ones. Cooperation and consultation are the best way to establish new rules. The WTO has been continuously working on this. We encourage all members to take a more active and constructive part in this process and welcome inputs from the private sector.

Ladies and gentlemen, the future of international trade must be green, digital, inclusive and conducive to security. Let us work together to strengthen cooperation, promote trade development and create a better life for human society. Thank you very much!
